Guaranteed HealthCare Access Plan

The Guaranteed HealthCare Access Plan (GHAP) guarantees all Americans a health plan of their choice.

We are at a point in time when there is broad consensus among the American public, Congress and the President on the need for major healthcare reform. The question is not whether there will be healthcare reform, but whether or not it will be both effective and sustainable. We believe that GHAP contains all of the elements necessary to realize these goals. Our objective is to promote the inclusion of these elements into what legislation finally emerges from Congress.

A reformed healthcare system will have to satisfy seven essential elements:

•Guaranteed coverage for every American
•Effective cost controls
•High-quality, coordinated care
•Choice of physician providers
•Fair funding mechanism
•Reasonable dispute resolution
•Economic revitalization for business and labor

The GHAP is an innovative approach to comprehensive healthcare system reform that was originally conceived by Dr. Ezekiel Emanuel, while Chairman, Department of Bioethics, National Institute of Health, and Victor Fuchs, Professor of Economics (Emeritus), Stanford University. More recently, respected institutions such as the Committee for Economic Development, the Mayo Clinic Health Policy Center and The Commonwealth Fund have published reform proposals that contain major elements of their plan.

Of all of the competing proposals for healthcare reform, only GHAP fully addresses all seven essential elements of reform. Under this plan:

•The Federal government provides every American with a healthcare certificate to redeem for a participating health plan
•Participating plans, private or public, must offer a standard set of services in exchange for a healthcare certificate
•Individuals are free to choose among competing plans for one that most closely matches their specific needs
•The competitive nature of this insurance market, together with cost and quality standards established by a politically independent health board, assure cost control and improved outcomes
•GHAP is funded by a dedicated tax managed by this same independent health board
